Description: Hospital parking lot exit ramp crossing multi use path designed exceptionally well for danger to cyclists. Features: Exits onto multiple lanes of one way motor traffic - helps ensure motorist attention looking only to the left. Provides a generous radius sweeping right turn ramp - encouraging higher speed running of the stop sign. Rises over a flood control berm just before the stop line – prevents seeing the stop line in most cars and further inhibits observation of the path. High incidence of cell phone use – reporting the outcome of a procedure or condition of a person visited. Higher than usual incidence of people too stressed out to be driving. (related to this cyclist a couple of times as a justification of careless actions)

Best physical mitigation would be a fairly aggressive speed bump a dozen or so feet in advance of the stop line. Good examples of such may be found where private property owners care about the safety of their customers and have placed such bumps at stop signs they mean for people to stop at within their parking lots.

Good also if there was a law requiring stopping at such stop signs. That’s right, another little known but much used privilege is no possible enforcement of the stop sign itself. Even if located on public right of way – if one emerges from private property the best that can be done is a ticket for careless driving, if and when an officer observes an actual conflict arising from stop sign running.

High risk to cyclists interested in going fast on paths and those expecting some right of way at intersections of the type. Also a high risk to young or inexperienced cyclists otherwise encouraged to use these types of facilities as safe. High annoyance only to experienced and adequately cautious path users.

Hospital folks and city staffers that signed off on the design not so very long ago all exhibit no motivation to do anything about the situation. Full report

Description: Pavement abutting the RR crossing rubber plates is cracked away and potholed. With angled crossing, provides a significant hazard when wet or snowy. RR company was contacted in 2000 and they promptly completed repairs to northbound lanes. In 2001 city staffers became involved and work on southbound lanes has never been completed. Full report
